Recycled Paper/Paper Mache

I am trying to make new sheets of paper out of recylced paper but my new sheets always seem to come out on the thick side and are more like thin cardboard,

Does anyone know any tips in getting the new sheets to be more like sheets of normal paper?

You need to use a very fine paper pulp for the base. Tissue paper can be mixed in and the finer the pieces the thinner it will be possible for the paper to become. I believe even toilet tissue can be utilised to 'fine' the mix!
